Italy Tariffs to the United States

Italy participates in US trade as a member of the European Union, sharing the EU's external tariff treatment with the US. There is no comprehensive US-EU FTA, so Italian-origin goods enter at WTO MFN base rates plus the IEEPA country tariff. Wine, machinery, vehicles (Ferrari, Lamborghini, Maserati), leather goods, marble, ceramic tile, and fashion dominate the export mix to the US, and several Italian product categories carry long-running AD/CVD orders.

Italy within EU trade with the US

Italy negotiates trade terms with the US through the European Union. The EU and US do not have a comprehensive free trade agreement; both sides operate under WTO MFN rules with bilateral sector arrangements. The 2021 EU-US Section 232 tariff-rate quota replaced the blanket 25% steel and 10% aluminum duties for qualifying EU shipments, including Italian production. The historic Airbus-Boeing WTO dispute remedies (which targeted Italian cheese, wine, and other products in 2019–2021) are currently suspended.

Section 232 steel and aluminum quota

Italian steel and aluminum producers ship to the US under the EU-US Section 232 tariff-rate quota. In-quota volumes enter at the MFN base rate; over-quota volumes face the original 25% (steel) or 10% (aluminum) Section 232 duty. Eligibility requires EU melting and pouring (for steel) or EU smelting and casting (for aluminum). Italian producers using Chinese, Russian, or Belarusian slab cannot rely on the quota benefit.

IEEPA country tariff

Italy is subject to the IEEPA country tariff, which stacks on top of base HTS rates. The duty layer applies regardless of EU membership and has materially shifted the landed cost of Italian-made vehicles, machinery, and luxury goods entering the US. Importers should model the full duty stack rather than rely on the headline base rate.

AD/CVD orders on ceramic tile and other categories

Italy has active AD or CVD orders on certain ceramic tile, prestressed concrete steel wire strand, and a small number of chemical and steel categories. The ceramic tile case is the largest by volume and has been the subject of multiple administrative reviews. Verify the current producer-specific rate via the ITA ACCESS database before assuming the all-others rate applies.
