Japan Tariffs to the United States

Japan is one of the largest US trading partners in the Indo-Pacific region. Japanese-origin goods face the base HTS rate plus the IEEPA country tariff. The 2019 US-Japan Trade Agreement provides limited tariff reductions for selected agricultural and industrial categories but does not approach the breadth of USMCA.

IEEPA country tariff

Japan is subject to the IEEPA country tariff. Combined with base HTS rates, total duty on Japanese industrial machinery, automotive parts, and precision instruments is typically higher than the pre-2025 baseline by 10 percentage points or more depending on the prevailing IEEPA framework.

US-Japan Trade Agreement

The 2019 US-Japan Trade Agreement (USJTA) provides limited preferential treatment for selected agricultural goods, certain industrial inputs, and digital trade provisions. It is not a comprehensive FTA and does not eliminate duties on most categories. USJTA-qualifying goods may receive reduced rates on covered HTS subheadings; check the agreement annexes for specific coverage.

AD/CVD orders to watch

AD/CVD orders cover certain Japanese steel products (hot-rolled, cold-rolled, corrosion-resistant), seamless line pipe, and a small number of other categories. Producer-specific rates apply. Japanese steel is subject to ongoing Commerce administrative review.

Industries where Japan dominates US imports

Automobiles (Toyota, Honda, Nissan, Subaru, Mazda) and automotive parts, industrial machinery and machine tools, electronics components and semiconductors, photographic and optical equipment, and precision instruments. Many Japanese components have limited substitutes; IEEPA cost increases are largely pass-through.
