Taiwan Tariffs to the United States
Taiwan is the world's largest semiconductor producer and a major US trading partner in electronics, machinery, and steel. Taiwanese-origin goods face the base HTS rate plus the IEEPA country tariff. There is no comprehensive US-Taiwan FTA; the 2023 US-Taiwan Initiative on 21st-Century Trade is a framework agreement, not a tariff reduction agreement.
IEEPA country tariff
Taiwan is subject to the IEEPA country tariff. Combined with the base HTS rate, total duty on Taiwanese industrial goods has increased materially since 2025. Verify current rates with your customs broker before contracting; IEEPA country rates have been adjusted multiple times.
AD/CVD orders to watch
AD/CVD orders cover certain Taiwanese steel products (corrosion-resistant steel, hot-rolled, cold-rolled), aluminum extrusions (recent), and a small number of other categories. The 2023 expansion of AD/CVD on Chinese aluminum extrusions to additional countries included some Taiwanese producers. Producer-specific rates apply.
Semiconductor context
Taiwan dominates global advanced-node semiconductor manufacturing through TSMC and other foundries. Most semiconductors enter the US at zero base duty, but the IEEPA country tariff applies. The CHIPS Act has incentivized US-domestic semiconductor manufacturing — TSMC and Samsung have major US fabs under construction or operating, which may eventually shift origin for a portion of advanced semiconductor supply.
Industries where Taiwan dominates US imports
Semiconductors (HTS 8542), electronics components and PCBs, machine tools and industrial equipment, certain steel products, optical and precision instruments. Origin is typically straightforward — Taiwanese fabs and assembly operations are well-documented and substantial-transformation-eligible.
Sample HTS rates from Taiwan
Sample rates illustrate the duty layers that apply at the chapter or heading level — verify the precise 10-digit HTS code and current policy via the HTS code lookup before filing entry.
| HTS prefix | Description | Base rate | Additional layers |
|---|---|---|---|
| 8542.31 | Electronic integrated circuits (processors) | Free | IEEPA applies |
| 8534.00 | Printed circuits | Free | IEEPA applies |
| 8457.10 | Machining centers | 4.4% | IEEPA applies |
| 7210.49 | Galvanized flat-rolled steel | Free | AD/CVD on certain Taiwanese corrosion-resistant steel |
| 7604.21 | Aluminum profiles, hollow | 1.5% | Recent AD/CVD scope expansion may apply |
| 8714.91 | Bicycle frames and forks | Free | IEEPA applies |

Frequently asked questions
- Does Section 301 apply to Taiwanese goods?
- No — Section 301 targets Chinese-origin goods. Taiwan is treated as a separate country of origin under US customs law for tariff purposes. Taiwanese goods are not subject to Section 301.
- Is there a US-Taiwan free trade agreement?
- No comprehensive FTA. The 2023 US-Taiwan Initiative on 21st-Century Trade is a framework agreement covering customs facilitation, regulatory practices, anticorruption, and similar topics — it does not reduce tariff rates.
- What about AD/CVD on Taiwanese products?
- Active orders cover certain steel products, aluminum extrusions, and a small number of other categories. Search the ITA database for current coverage and producer-specific rates.
